
Asbestos

Renovation and Demolition of Buildings
The District ensures compliance with the Federal Clean Air Act (NESHAP), which establishes strict safety requirements for the renovation and demolition of existing structures to prevent hazardous asbestos emissions.
Demolition
A project is generally demolition when a load-bearing structural member is removed. Intentional building burns and separating a structure from its foundation before relocation may also qualify.
Renovation
When no load-bearing members are removed, work may generally be classified as renovation. Inspection, notification, and abatement requirements can still apply.
Naturally Occurring Asbestos
The California Air Resources Board (CARB) has established Air Toxic Control Measures (ATCM) to regulate Naturally Occurring Asbestos (NOA). These requirements are designed to protect public health by minimizing asbestos emissions during ground-disturbing activities, such as new construction, grading, and land development projects.
